What Is the Anti-Paper Leak Bill 2026?

The Anti-Paper Leak Bill 2026, officially titled the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, seeks to amend the Public Examinations (Prevention of Unfair Means) Act, 2024.

The existing law covers public examinations conducted by authorities such as the UPSC, SSC, Railway Recruitment Boards, IBPS, NTA and certain Central Government departments. The proposed amendments aim to make the legal framework stricter and improve the speed of investigation and prosecution. 

Key Changes Proposed

1. Harsher Punishment for Unfair Means

The Bill proposes increasing punishment for individuals involved in unfair means from 3–5 years’ imprisonment and a fine up to ₹10 lakh to 5–10 years’ imprisonment and a fine up to ₹50 lakh.

2. Tougher Action Against Service Providers

The maximum fine for service providers involved in examination malpractice is proposed to increase from ₹1 crore to ₹5 crore.

The minimum punishment for persons in charge of a service provider involved in unfair means would also become stricter.

3. Stronger Action Against Organised Exam Fraud

For organised crime relating to examination malpractice, the Bill proposes increasing the minimum imprisonment from 5 years to 7 years and the minimum fine from ₹1 crore to ₹10 crore

4. Longer Debarment of Service Providers

A service provider found involved in unfair practices could face debarment for up to eight years, compared with four years under the existing framework.

5. Special Task Force for Investigation

The proposed amendments provide for the constitution of a Special Task Force to investigate offences relating to unfair means in public examinations.

6. Time-Bound Investigation and Fast-Track Trials

The Bill proposes that investigations should be completed within two months. It also seeks to require each State and Union Territory to designate a Special Fast Track Court for trying offences under the law.

Why Is the Bill Important for Students?

A paper leak does more than disrupt an examination. It can affect the careers of thousands or even millions of students who have spent years preparing for competitive exams.

The proposed law aims to create a stronger deterrent against organised examination fraud while improving accountability for individuals and entities involved in conducting public examinations.

• Preserve screenshots, messages, emails or other evidence.

• Avoid forwarding unverified information on social media.

• Report suspected malpractice to the relevant examination authority.

• If necessary, approach the police or appropriate investigating agency.

• Seek legal advice if an examination is cancelled or a student’s rights are affected.
