Delhi High Court : Ministry Of External Affairs Is Located inDelhi so Passport Dispute From UP Can’t Be Filed In Delhi

Case Title: Chintan Agrawal v. Union of India & Ors.
Case Number: W.P.(C) 8743/2026

The Delhi High Court has ruled that merely because the
Ministry of External Affairs (MEA) is headquartered in Delhi,
the Court cannot hear every passport-related dispute. The
Court held that when the entire cause of action arises in
another State, the petition must be filed before the
appropriate High Court having territorial jurisdiction.
